Steve Bell is a senior advisor at BPC, having previously served as senior director of economic policy. He worked on the staff of former Senator Pete Domenici from 1974 to 1986 and then again from 1996 to 2009. From 1981 until 1986, Bell was staff director of the Senate Budget Committee, which Domenici chaired.
Alice M. Rivlin
Co-Chair, Debt Reduction Task Force; Former Director of the Office of Management and Budget
Alice M. Rivlin co-chairs BPC’s Debt Reduction Task Force and is a member of BPC's Future of Health Care Initiative. She was director of the White House Office of Management and Budget in the first Clinton administration and served as vice chair of the Federal Reserve Board from 1996 to 1999.

Kent Conrad co-chairs BPC’s Commission on Retirement Security and Personal Savings. As a former senator from North Dakota, he was chairman of the Senate Budget Committee. Conrad was a member of the National Commission on Fiscal Responsibility and Reform.

Major General Arnold L. Punaro, USMC (ret.) is a BPC fellow and member of its Task Force on Defense Personnel. He has decades of experience in defense, legislative affairs, federal budget, and acquisition strategy. As CEO of the Punaro Group, he consults for Fortune 100 companies on strategy related to the federal budget, government relations, business risk analysis, and compliance.
James B. Lockhart, III
Co-Chair, Commission on Retirement Security and Personal Savings; Former Director of FHFA
James B. Lockhart III co-chairs BPC’s Commission on Retirement Security and Personal Savings. He is vice chairman of WL Ross & Co. LLC. Lockhart previously served as the director of the Federal Housing Finance Agency and the deputy commissioner of the Social Security Administration.

Linda Smith is director of BPC’s Early Childhood Development Initiative. She most recently served as the deputy assistant secretary for early childhood development in the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services.
Edward “Sandy” Davis is a senior advisor with BPC’s Economic Policy Project. He joined BPC after over three decades of experience working for Congress on federal budget issues.

Nick Hart is the director of BPC’s Evidence-Based Policymaking Initiative. Prior to joining BPC, he worked in the federal government for nearly a decade, most recently as the policy and research director for the U.S. Commission on Evidence-Based Policymaking.
