Emma Waters 

Emma Waters is a policy analyst on BPC’s housing team. She was previously the Project Manager for BPC’s Energy Program. Before BPC, she was a case manager at a nonprofit organization in Chicago focused on workforce development.

Waters received her bachelor’s degree in political science and French studies from Furman University in South Carolina and her master’s degree in public administration from George Washington University. During her time as a graduate student, she interned at the U.S. Government Accountability Office.
