COVID-19 added urgency to ongoing discussions about “home-based care,” but little attention has been paid to Medicare services delivered by home health agencies. The Medicare home health benefit covers certain services for short periods of time, but fraud and abuse guardrails have reduced access to home health aide services for beneficiaries with complex conditions and exacerbated racial and ethnic disparities.
