Reforming the Inspections Process: A Necessary Step for a Stronger Housing Choice Voucher Program

This paper, a joint effort between the Bipartisan Policy Center and the Urban Institute, examines the legislatively-mandated inspections process for the Housing Choice Voucher (HCV) program, which currently helps more than 2.3 million households affordably rent homes in the private market. The paper explores options to streamline the process, expand landlord participation in the HCV program, and promote greater voucher use, particularly in high-opportunity communities.
