PEPFAR Passage – A Notable Step Forward, But Full, Bipartisan Reauthorization Still Needed

Washington, DC – Statement from Margaret Spellings, president and CEO of the Bipartisan Policy Center, on The President’s Emergency Plan for AIDS Relief (PEPFAR):

“The bipartisan agreement to pass a one-year extension of PEPFAR is a notable step forward in the 20-plus year fight against HIV/AIDS.

“There are an estimated 25 million people alive today because of PEPFAR and the American taxpayer. No other program in modern history has had a greater impact. It is the largest commitment ever of any nation to address a single disease. Started under President George W. Bush’s administration, PEPFAR is also one of our nation’s most notable successes as Congress enacted it with near-unanimous support in 2003. Bipartisan support has extended through the program’s existence in both the White House and Congress.

“Not only have PEPFAR-provided resources improved health outcomes and economic prosperity, but they have also bolstered American global leadership. Over the last year, BPC’s PEPFAR Working Group led by former Senators Tom Daschle and Bill Frist, MD worked to raise awareness of 20 years of PEPFAR’s progress, partnership, and impact. This extension is a positive step forward. BPC remains committed to advancing comprehensive solutions that prioritize the health and well-being of all individuals affected by the disease.

“Effective health programs require long-term strategic planning. Countries need to know that PEPFAR funding will be there from year to year. Relying on single-year funding could reduce confidence in the program among our many partners around the world.

“BPC looks forward to working with members of both parties in the coming months on a full five-year reauthorization.”
