BPC Releases New Report Outlining the Potential of U.S. Offshore Wind

Washington, DC – The Bipartisan Policy Center’s Energy Program has released a new study, Windy Waters: Unlocking the Potential of U.S. Offshore Wind, and will host a panel discussion today at 12 p.m. ET on key themes. This report outlines the national effort required to develop America’s considerable offshore wind resources, including information about the unique characteristics of offshore wind, its contribution to the clean energy transition, and projected economic benefits to states across the country from scaling the industry.

BPC will host David J. Hayes, special assistant to the president for climate policy, to speak about the Biden administration’s strategy to meet its goal of deploying 30 gigawatts of offshore wind by 2030. Former Gov. of Louisiana Bobby Jindal will join the panel to discuss how states and businesses up and down the supply chain view the potential for a robust domestic offshore wind industry to deliver sizeable job creation and manufacturing activity. Bill White, head of U.S. offshore wind for Avangrid Renewables, will speak about the company’s experience with Vineyard Wind, the first commercial scale project to receive federal approval, and what’s next for the industry.

The Windy Waters: Unlocking the Potential of U.S. Offshore Wind report identifies key policy recommendations to enable a “whole of government” approach to offshore wind development, with particular attention to siting, permitting, and financing hurdles. “With greater coordination and a more focused federal policy agenda that supports the important work happening at the state level, domestic offshore wind resources can become major sources of clean energy and engines of economic growth across the country,” said Sasha Mackler, executive director of the Energy Program. “This report outlines some important steps for navigating these shoals.”
