“As possible, we should nurture liberalization in the region, but our response to developments in the region must nevertheless be guided, first and foremost, by the need to prevent Iran from developing nuclear weapons capability, our primary strategic threat. Other strategic goals are important but, for the foreseeable future, they are secondary.”
