Limited HUD and Grantee Capacity

The U.S. Department of Housing and Urban Development (HUD) has an incredibly important mission, yet it is understaffed and in dire need of technological modernization. In fact, the department has the highest rate of employees eligible to retire of any major federal agency, at nearly one in four as of 2018.  In a few years, nearly half of the department’s workforce will be retirement-eligible. Looming losses in institutional knowledge present a major challenge to the implementation of any new, ambitious housing agenda. The influx of pandemic relief funding has underscored the need to enhance the capacity of HUD and its grantees so they can effectively disburse these and other critical resources.
