In 2013, the Bipartisan Policy Center’s (BPC) Housing Commission released a plan for reforming our nation’s housing finance system. While the BPC plan helped re-ignite the reform debate in Congress, the enactment of comprehensive legislation remains elusive. Meanwhile, the Federal Housing Finance Agency continues to take incremental administrative steps on the path to reform by expanding risk-sharing activities between the GSEs and private investors and developing a common securitization platform.

As we approach the seventh anniversary of the government conservatorships of Fannie Mae and Freddie Mac, what will it take for Congress to enact housing finance reform legislation? And is legislation really necessary to build a new housing finance system?

Representatives Neugebauer and Delaney offered their views on the prospects for housing finance reform during the remainder of this Congress.
