Offsets can and should play a critical role in a U.S. climate policy because they have the potential to reduce program costs and increase regulatory flexibility by allowing companies to take advantage of low-cost abatement opportunities outside the cap-and-trade system. This paper outlines the Commission’s most recent thinking on offsets in the context of current proposals before Congress.
