BPC’s Jason Grumet: Ryan Right on Need for Rules Reform

Washington, D.C.– Bipartisan Policy Center President Jason Grumet made the following statement regarding the election of Rep. Paul Ryan (R-WI) as Speaker of the House:

“Congratulations to Speaker Ryan on his election and on unifying the House Republican caucus after a fractious process. In the past few weeks, Speaker Ryan has made clear that he believes the current legislative system is broken and needs changing. I couldn’t agree more.

“In the current Congress, the House is on pace to break all previous records for the number of bills considered under ‘closed rules’, meaning that members have frequently been barred from offering amendments on the floor. This is merely a continuation of a long-term trend away from inclusive legislating and toward a process in which control of the agenda is far too centralized.

“Speaker Boehner made progress in empowering congressional committees, but there is much work remaining to restore deliberation and meaningful debate. As a former committee chairman, Speaker Ryan understands the importance of regular order and empowering members at all levels. That knowledge should serve him well as Congress turns to the work of governing on behalf of the American people.”
