Bipartisan Policy Center Expands Board with Visionary Leaders Committed to Bipartisanship and Policy Innovation

The Bipartisan Policy Center is pleased to announce the addition of Madhu Beriwal, Hugh Frater, Terri Ludwig, and Michael Nutter to BPC’s Board of Directors. The addition of these new board members comes at a pivotal time as BPC expands its efforts to foster bipartisan dialogue and develop practical policy solutions.

“BPC welcomes four strategic thinkers who understand the importance of bipartisanship and policy innovation,” said BPC Board Chair Henry Cisneros. “These new members bring a wealth of experience in development, financial services, disaster recovery, and philanthropy and a deep commitment to working across party lines to craft bipartisan solutions to our nation’s biggest challenges.”

Madhu Beriwal: Beriwal is the chair and founder of IEM. A distinguished disaster and emergency management leader, she founded IEM in 1985 and has been at its helm for nearly 40 years. She serves on President Biden’s National Infrastructure Advisory Council, offering insights on the security and resilience of critical infrastructure sectors. Her unparalleled expertise in disaster and emergency management, combined with her long-standing commitment to infrastructure resilience, will be invaluable as BPC navigates the complexities of critical infrastructure.

Hugh Frater: Frater is the chair of Vessel Technologies, a developer and manufacturer of panelized multifamily apartment buildings that are delivered at lower cost and in a fraction of the time of traditional housing techniques. Prior to Vessel, he enjoyed an extensive career in financial services as a founding partner of BlackRock, Inc. and more recently as the CEO of Fannie Mae. Frater’s innovative approach to affordable housing and his extensive background in financial services will provide critical insights into economic development and housing policy.

Terri Ludwig: Ludwig is the president of Ballmer Group Philanthropy, shaping the organization’s funding strategy to expand economic opportunity and reduce systemic inequities in America. She has devoted her career to expanding access for children and families. In her previous role, as CEO of Enterprise Community Partners, she facilitated more than $35 billion in affordable housing and community development investments across the country. Ludwig’s dedication to expanding economic opportunities aligns perfectly with BPC’s mission to foster growth and community development.

Michael Nutter: Nutter was Philadelphia’s mayor from 2008-2016. After leaving public service, he remains active in public policy, government, and civic life. Mayor Nutter is currently the David N. Dinkins Professor of Professional Practice in Urban and Public Affairs at Columbia University’s School of International and Public Affairs. Mayor Nutter’s distinguished career in public service will enrich BPC’s discussions on effective policymaking and civic engagement.

“I am delighted to welcome these distinguished leaders to our Board of Directors,” said Margaret Spellings, BPC President and CEO. “Together, these new board members embody the spirit of bipartisanship and bring a level of expertise that will undoubtedly strengthen our ability to drive impactful policy solutions. We look forward to their contributions and are excited about the opportunities that lie ahead.”

Thoughts from the new board members:

“I am deeply honored to join the Board of Directors for the Bipartisan Policy Center,” said Beriwal. “BPC’s mission to address pressing challenges such as infrastructure, climate, government modernization, technology, health, economy, and financial security resonates deeply with me. I am excited to collaborate with leaders from diverse perspectives to develop innovative solutions that strengthen our nation’s resilience and unity. Together, we can create a more stable and prosperous future for all communities across America.”

“I believe there are many who are tired of partisanship and that there are many pressing issues we face as a nation that can be addressed with collaborative solutions,” said Frater. “I am excited to work alongside such a distinguished group of leaders to advance bipartisan policies that will expand opportunities to unlock the potential of each and every American.”

“Throughout my career, I have seen the transformative power or collaboration in addressing systemic inequities and expanding economic opportunities and that is why I’m honored to join BPC’s Board of Directors,” said Ludwig. “BPC’s commitment to pragmatic, bipartisan policymaking aligns with my belief that lasting solutions come from working together across differences. I am excited to bring my experience in the private and philanthropic sectors, as well as community development, to this esteemed organization.”

“I am honored to join the Bipartisan Policy Center’s Board of Directors at a time when bipartisan cooperation is more crucial than ever,” said Mayor Nutter. “Throughout my career in public service, I’ve witnessed firsthand the power of working across party lines to achieve meaningful progress. I look forward to contributing to BPC’s mission of developing practical, effective policy solutions that benefit all Americans.”
