Bipartisan Policy Center Appoints New Executive Vice President

Washington, DC — The Bipartisan Policy Center is pleased to announce the appointment of Cheryl Oldham as its new Executive Vice President of Human Capital. In this role, Oldham will oversee the strategic direction and execution of BPC’s new portfolio of work focusing on education, post-secondary education, child care, paid family leave, child welfare, and workforce.

“With 30 years of distinguished experience spanning state and federal government as well as the private sector, Cheryl brings a wealth of knowledge and a proven track record of leadership,” said BPC President and CEO Margaret Spellings. “Her extensive background, including her impactful roles at the U.S. Chamber of Commerce Foundation and the U.S. Department of Education, will be invaluable as we launch our new portfolio of work. Cheryl’s dedication to improving education and workforce outcomes aligns perfectly with BPC’s goals, and we are excited about the impact of her expertise as BPC works to ensure all Americans can succeed in the labor market and raise thriving families.”

Prior to joining BPC, Oldham was senior vice president of the U.S. Chamber of Commerce Foundation and vice president of education and workforce policy at the U.S. Chamber of Commerce. She served on the Foundation’s leadership team, informing its strategic direction and leading its portfolio of work on education and workforce—the underpinnings of American competitiveness and prosperity.

Oldham also served for eight years in President George W. Bush’s administration where she held several leadership positions: acting assistant secretary for postsecondary education at the U.S. Department of Education, chief of staff to the undersecretary, and executive director of the Commission on the Future of Higher Education.

In 2022, Oldham was appointed by Virginia Governor Glenn Youngkin to the State Council of Higher Education for Virginia. Oldham received her J.D. from St. Mary’s University School of Law and her B.A. from Texas Christian University.
