William McCartney co-chairs BPC’s Insurance Regulatory Reform Task Force. He is managing director of Regulatory Advice & Consulting, LLC of Burnet, Texas, where he offers advice to financial services companies, particularly those engaged in the business of insurance, legislative and regulatory advice and testimony, and litigation expert advice and testimony.

McCartney served as director of insurance for Nebraska and chair of the Nebraska State Claims Board from 1987 to 1994. In 1992, he served as president of the National Association of Insurance Commissioners (NAIC) and was vice president and chair of the NAIC executive committee in 1991.

From 1998 until 2014, McCartney held a variety of positions as a senior vice president in the law department at the United Services Automobile Association, including stints as head of the lawyers providing legal advice to the enterprise’s business units and service as general counsel to the company’s property and casualty insurance operations.

McCartney earned degrees from the University of Nebraska-Lincoln and Creighton University School of Law.
