Oliver J. Kim

Oliver J. Kim is the health policy director for the Bipartisan Policy Center. He is also an adjunct professor of law at the University of Pittsburgh.

Prior to joining BPC, Kim was the director of federal policy for Cambia Health Solutions, a regional health plan in the Pacific Northwest. He also served for a decade in the U.S. Senate, including as a senior healthcare advisor to Senator Debbie Stabenow (D-MI) and as deputy director for the U.S. Senate Special Committee on Aging. During his Senate career, he worked on major legislation including the Affordable Care Act, the Medicare Modernization Act, and the American Recovery and Reinvestment Act. Kim also has consulted for a variety of corporations, nonprofits, and causes on health and aging policy.

Kim received his BA from Indiana University at Bloomington, JD from the University of Minnesota, and LLM from Georgetown University. He has presented and written internationally on health law and policy, and he has been a Fulbright Scholar to Canada, an Endeavour fellow to Australia, and a delegate for both the American Council of Young Political Leaders and the U.S.-Spain Young Leaders. He is on the board of the Asian & Pacific Islander American Health Forum and a consumer representative on the Virginia Board of Medicine.
