Forging the Climate Consensus: Maintaining U.S. International Competitiveness

Domestic competitiveness and international participation are two sides of the same coin.  Both must be addressed to pass meaningful national-level legislation and to promote the kind of international cooperation that will be necessary to deal effectively with the climate problem in the long run.  The Commission has long argued that a pragmatic, phased, and multi-pronged approach—one that acknowledges the need for U.S. leadership, but that also creates effective inducements for timely participation by all major emitters, including developing countries—offers the most promising path forward.
