Forging the Climate Consensus: Harmonizing State and Federal Climate Programs

Even with an economy-wide, cap-and-trade program at the federal level, states should be active partners in addressing climate change.  Determining the appropriate respective roles of the states and the federal government on climate policy requires considering the appropriate balance between the efficiency of the national program and state autonomy in environmental and energy policy.
