Federal agencies and programs are dealing with unprecedented budget uncertainty. Continuing resolutions have become the norm, forcing agencies to operate with little faith in funds for the coming year.

The Bipartisan Policy Center (BPC) and George Mason University hosted two panels featuring former Cabinet Secretaries, a former House Appropriations chairman, former Senate Budget Committee Chairman, and other budget veterans to examine their experiences in coping with budgetary shocks, and explore ways in which agencies can be better prepared to face the challenges of today’s volatile budgets.
