The Trump administration is rewriting the rules of global trade. Dissatisfied with trade multilateralism, the administration is dramatically reorienting our trade policy to one that uses access to the large U.S. consumer market as leverage to achieve trade and other concessions on a bilateral basis. As part of his trade agenda, President Trump announced reciprocal tariffs on trading partners on April 2. Additional trade measures related to China’s compliance with the “Phase One” agreement negotiated during the first Trump administration and imports deemed threatening to U.S. national security are also in the offing.
