At nearly 40 years old, TSCA (pronounced TOSCA) has been rendered ineffective by court decisions and is in need of serious reform. This year, it just might get one. Both the House Energy and Commerce Committee as well as the Senate Environment and Public Works Committee have reported bipartisan bills.
