As Congress considers how best to expand the availability of Medicaid home and community-based services, BPC is working on next steps to streamline and simplify Medicaid HCBS. The patchwork of waivers and state plan amendments that states use to deliver these services creates an enormously complex system for states to manage and beneficiaries to navigate.
