Primary care is foundational to a high-performing health care system and plays an important role in advancing equitable health outcomes. However, longstanding barriers to further advancing value-based payment in primary care persist. Policymakers have begun to recognize the need for additional reforms to help increase provider participation in value-based payment models over the decades to come.
