In the immediate response to the current COVID-19 public health and economic crisis, Congress came together to provide fast, practical help to communities and small businesses across the country. As the conversation shifts toward economic recovery, partisan lines are deepening over core issues like state and local aid and liability risks for businesses as they re-open their doors.

The Bipartisan Policy Center is working to understand the practical liability concerns facing businesses, workers, and customers as they grapple with the complexities of economic recovery. Our goal is to engage in a solution-oriented discussion that is mindful of, but not captive to, the long history of debate on these issues.
