In 2011, approximately 10 million Americans were eligible for both the Medicare and Medicaid programs. These individuals are more likely to have chronic health conditions and challenges with daily activities. Their costly care needs account for nearly $300 billion dollars annually in state and federal spending. For more than two decades, health care providers and policymakers have sought ways to better coordinate care for these “dual-eligible” individuals, for example through the Program of All-Inclusive Care for the Elderly and Medicare Advantage Dual-Eligible Special Needs Plans. New demonstration projects are underway to better integrate Medicare and Medicaid Services
BPC hosted two expert panel discussions on the pros, cons, and successful strategies for the integration of health care and long-term services and supports for this population. The first panel provided an update on federal and state efforts to integrate Medicare and Medicaid services for low-income seniors and individuals with disabilities who qualify for both programs. The second panel highlighted the Long-Term Quality Alliance’s work on identifying components for the successful integration of long-term services and supports.
