Robert Kelchen is a fellow with BPC's Higher Education Project. Kelchen is an assistant professor of higher education in the Department of Education Leadership, Management and Policy at Seton Hall University.
Dr. Douglas Webber is a fellow with BPC's Higher Education Project. Dr. Webber is currently an Associate Professor in the Economics Department at Temple University and a Research Fellow at the Institute of Labor Economics.

Linda Smith is director of BPC’s Early Childhood Development Initiative. She most recently served as the deputy assistant secretary for early childhood development in the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services.
Megan Campbell is associate director for BPC's Early Childhood Initiative. Prior to joining BPC, she was a child care program specialist and Presidential Management Fellow in the Office of Child Care at the Administration for Children and Families in the U.S. Department of Health and Human Services.

Kathlyn McHenry is a senior policy analyst for BPC’s Early Childhood Initiative. Prior to joining BPC, McHenry was a Professional Staff Member on the US House Education and Workforce Committee.
