The U.S. higher education landscape has changed considerably since the Higher Education Act (HEA) was last reauthorized more than 10 years ago. Institutions are adapting and innovating like never before, such as by harnessing new technologies to serve increasing numbers of non-traditional students. But tuition and fees continue to rise rapidly, student debt has increased to unprecedented levels, and there are persistent access and attainment gaps for students of color. Despite these challenges, education remains a key pathway for income security and economic mobility, and an educated workforce is increasingly required to compete in the global economy. The HEA is overdue for an update to address these pressing issues.

The former chairmen of the House Education and Workforce Committee—George Miller and Buck McKeon—launched a new BPC Task Force on Higher Education Financing and Student Outcomes. A distinguished group of experts also shared their perspectives on key issues, including an exploration of the roles that the federal government, the states, and institutions can play in promoting better outcomes, access and affordability.
