Washington, D.C. - The following is a statement by Bipartisan Policy Center Visiting Scholar Emil Frankel regarding the Senate’s passage of the Moving Ahead for Progress in the 21st Century Act today:
“The Bipartisan Policy Center applauds today’s passage of the bipartisan Senate surface transportation reauthorization bill, Moving Ahead for Progress in the 21st Century Act or MAP-21. The bill establishes a foundation for incorporating performance management in federal surface transportation programs; consolidates many existing programs; emphasizes preservation and restoration of existing facilities; and expands TIFIA programs to leverage greater private, state, and local investment – all components of the performance-based transportation system we have supported as part of our National Transportation Policy Project (NTPP).
“Under the leadership of Senators Barbara Boxer (D-CA) and James Inhofe (R-OK), the Senate should be commended for this extraordinary demonstration of bipartisanship. We urge the House of Representatives to follow this model and pass an equally strong, bipartisan bill.
“Over the last three years, BPC’s NTPP has proposed numerous recommendations to make our transportation system more performance-based and results-oriented. BPC remains committed to helping Congress advance a national surface transportation program that is fiscally responsible and can serve as the basis of a revitalized and growing economy.”
