Senior Senate Energy and Natural Resources Committee staff members are in the early stages of drafting a white paper on emissions credit allocations to address the single issue that kept committee Chairman Pete Domenici (R-N.M.) from signing on to a greenhouse gas reduction plan last summer.
The white paper could be completed sometime in late January or early February, staff said, as committee ranking member Jeff Bingaman (D-N.M.) is preparing to introduce climate legislation along the lines of what he offered during last summer's energy bill debate.
