The Bipartisan Policy Center’s (BPC) Homeland Security Project will convene both members of the media and leaders in the intelligence community for a conversation about how information sharing can both be transparent and secure. Panelists will evaluate tackling the balance of sharing the proper amount of information with the public regarding national issues and events (such as last year’s attacks in Benghazi) without compromising sources, methods and other secure information.
Drones and the Rule of Law and War

The Bipartisan Policy Center's (BPC) Homeland Security Project hosted a discussion convening legal and policy experts on the rule of law and war to discuss the use of drones and targeted killings. Panelists evaluated issues like the current frameworks regarding the use of drones, the ramifications of a "drone court," the targeting of U.S. citizens abroad, and whether Congress should examine what these policies mean for the country.
Countering Online Radicalization in America

From Al Qaeda to white supremacists, the internet plays an increasingly important role in radicalizing homegrown and domestic terrorists. BPC's Homeland Security Project released its latest report, Countering Online Radicalization in America, which explains how online radicalization works and what needs to be done to counter it. Based on extensive research and dozens of interviews with experts and policymakers, it sets out a balanced and practical approach, which respects American values while protecting the homeland from terrorism. The co-chairs outlined their conclusions, and a panel discussion followed.

The purpose of the hearing is to examine the lessons learned from the Fort Hood shootings and determine if agencies have improved information sharing or if obstacles still exist.
The 9/11 Commission report stressed the importance of intelligence analysis that can draw on all relevant sources of information. The biggest impediment to all source analysis is the human element or systemic resistance to sharing information. It appears, in the case of the Fort Hood shootings, all source analysis was problematic, there were obstacles sharing the information with other agencies and a human element was a factor in preventing the terrorist event.
Improving Cyber Security Information Sharing

A new report released by the Bipartisan Policy Center’s Cyber Security Task Force found that improved secure public-private information sharing is needed to confront the increasing number of cyber attacks on private and government networks. The report, entitled Public-Private Information Sharing, is the first by the new BPC task force, which is led by former CIA and NSA Director General Michael Hayden and Mortimer Zuckerman, CEO and Chairman of the Board of Directors of Boston Properties, Inc.
Protecting the U.S. Homeland Against the Threat from Iran

Director of National Intelligence James Clapper recently stated that Iranian officials "have changed their calculus and are now more willing to conduct an attack in the United States in response to real or perceived U.S. actions that threaten the regime."
BPC announced the new members of its Homeland Security Project and examined the domestic nature of the Iranian threat, including actions that the U.S. can take to be better prepared to prevent and respond to transnational terrorism.
