Have you ever wondered how Maintenance of Effort requirements impact state flexibility? Which federal tax provisions impact state budgets? How states account for federal grants in their budgeting decisions? Or how many states are constitutionally-bound to balance their budgets? To answer these questions and more, BPC hosted a forum on how states balance their budgets while maintaining commitments to Medicaid, K-12 education, higher education and other state priorities.
The discussion was followed by Q&A with former Governors Mike Beebe, Steve Beshear, and Jim Douglas.
