Clean Air Act Regulation of Power Plants

On February 3-5, 2013, the National Association of Regulatory Utility Commissioners (NARUC) held their Winter Committee Meetings. In a joint session of the Committee on Electricity and the Committee on Energy Resources and the Environment, the Honorable Doug Scott, chairman of the Illinois Commerce Commission, moderated a session titled “New Source Performance Standards: Exploring the Future in an NSPS World.” The panel brought together expert panelists to explore Clean Air Act regulation of power plant greenhouse gas emissions from new sources, as well as expectations of future performance standards for existing power plants.

Chairman Scott asked me to introduce and frame the key issues as well as participate in a panel discussion of experts that included Honorable David Littell of the Maine Public Utilities Commission, Megan Ceronsky of the Environmental Defense Fund, Frank Prager of Xcel Energy, and Paul Sotkietwicz of PJM Interconnection.
