Rick Fischer is a partner in the Washington, D.C. office of Morrison & Foerster. His practice focuses on retail financial services, privacy and data security. For over 40 years, he has advised a wide variety of companies, including banks, retailers, insurers, technology and other companies, across the United States on the full range of financial services, payment system, and data security issues. His practice has a special emphasis on privacy, e-commerce, technology, and joint venture issues. And, he is a recognized expert on Washington legislative and regulatory issues. Fischer has written and spoken extensively on many aspects of financial services law and has lectured on these subjects at several law schools. He is the author of a treatise on privacy and information practices entitled The Law of Financial Privacy (3rd ed.) published by A.S. Pratt & Sons. Fischer has been recognized as one of Washington’s top banking and privacy lawyers by the Washingtonian magazine; he also is listed in The Best Lawyers in America and Washington DC Super Lawyers as a leader in the field of banking law.
