Meghan McGuinness

Associate Director for Energy & Environment

Contact Meghan McGuinness

McGuinness is the associate director for energy and environment for the Bipartisan Policy Center’s Energy Project. She has over a decade of experience in energy and environmental policy, with a focus on the design and analysis of market-based programs. Prior to joining BPC, she worked as a consultant at NERA Economic Consulting, where she conducted economic analysis of climate policy design options and environmental regulations. From 2003 to 2006, she worked in the Program Development Branch in the Clean Air Markets Division at EPA, where she was extensively involved in the development of the Clean Air Interstate and Clean Air Mercury Rules. She has also held research positions at the Center for Energy and Environmental Policy Research at MIT and Resources for the Future. She has an M.S. from the technology and policy program at MIT, and a B.A. in environmental studies and economics from Middlebury College.
